Victim Statements Have Little Impact On Sentencing

At the start of James "Whitey" Bulger's sentencing, his victims jumped at the chance to describe the ways he hurt them. And while many find it cathartic, victim impact statements hold little water in the judicial process.

Boston College Law School professor Robert Bloom, who is an expert in criminal procedure, and Liam Lowney, the executive director of the Massachusetts Office for Victim Assistance, talked about the value of confronting convicts in court.
